Delivering high performing shared services
There is a general consensus that efficient and effective local shared services can deliver substantial operational and financial benefits. However despite that consensus, surprisingly few local shared services have been established across STPs to date. There are a number of reasons for this, including potential complexity in operational implementation, operating models and governance arrangements, and the difficulty of ensuring an equitable, sustainable arrangement for all parties involved. SCL offers a range of services which can cut through this complexity to achieve rapid implementation and delivery of benefits:
- practical support for the preparation of the Business Case preparation to allow for rapid decision making by all parties;
- advice on appropriate operating model, governance, financial and contractual arrangements, guided by the maxim that ‘form follows function;
- facilitation of partner workshops to confirm the in scope services, and to determine the delivery model;
- support with stakeholder engagement, including regulators; and
- implementation support.
